Wire all that by yourself like you throw away the cables on it and it's done in 5mn.
PAN axis :
3D-Print a giant gear 1cm high but 1m diameter, boolean operation on it : Difference between this giant gear and a vertical cylinder of let's say 90cm. Cut this result in K parts, take one of them and 3D-print it K times.
The corresponding small gear fixed on the PAN stepper is generated with the same script. This one must be prepared and added to a base which is fixed to the stepper rod.
TILT axis :
Check the pictures : done with the same openScad script but with a different setup. The big one is fixed with bolts on a 8mm rod.

I used openScad to generate this gear, then did the rest on blender. Check this previous post about it.
